ldbc: Charset version check reverses its test, so it drops gb18030 on MySQL 8

isOkayForVersion reverses the version comparison, so on MySQL 8 it drops gb18030, eucjpms and cp932 and offers them to servers that lack them. Only apps that rely on these charsets see the fault.
