Nanopb: The callback stream accepts input that ends inside a submessage

If the input ends inside a submessage, pb_decode() returns true and drops the rest. A buffer stream reports an error for the same input.

Thanks for reporting. I need to think about whether this affects 1.0 too. If it does, it might make sense to adjust the callback stream mechanism there (it's already different than master). The patch itself looks fine and I'm ok with a pull request.
